Saw some wings on eBay the other day, they had tippex marking around some 'small areas of rust' on both wings - wonder if some body shops are selling the duds??
Used to have Edition 30 - number 009 and a GT TDI 140.
Now have an S4 B8 Avant (stage 2)

The PDF is for a Golf.
Passat is possibly different.
VW do not care about you having this document. It won't help you with anything.

I had a 70% contribution rising to 100% on my TDI for one wing and on this GTI I got a 50% rising to 100% , but only because I paid to have other work done.

It depends little on VW UK and more on the dealer you take it to.

It's all very well "sticking it to the man" but one thing I've learnt is I'd rather spend £300 and have some peace and stress-free days in my life.
Quality aftermarket/pattern wings are no worse fit than OEM and can be had for £75 for a pair. Ultimately it's just metal and paint...
